Established WCIL as one of the most respected and largest independent living
centers

Center honored as one of "The Top Five" centers in the country

Instituted a weekly strategic advocacy planning and review team

Expanded services to include: independent living skills training, "linkages"
project to prevented institutionalization; several volunteers programs;
a South Bay office; and a computer training program

Diversified funding sources and increased annual private funds raised from
$75,000 to $450,000

Established an endowment and a $300,000 reserve

Computerized management information systems including fund-raising records,
service utilization statistics, personnel records, mailing lists, and accounting
systems.

Upgraded employee benefits and salaries

Created a salary plan plan with adjustments for internal salary equity
and step increases

Instituted long term and annual strategic plans, providing WCIL with its
first directional blueprint
